Yes, what gets measured usually gets done...

However, care needs to be taken so that the correct things are measured and in the right context. Failure to understand which carrot goes with which stick can lead to unintended consequences i.e. measuring the wrong things leads to loss of productivity.

Not in of itself. It can identify problems, but unless the data is well interpreted and acted on, it's no use.
