In the United Kingdom if a public authority approaches Yoomootpro to request purchasing for their needs, then all the moots will need to be able to be interrogated and reported on. Furthermore, there will most likely have to be an interface in which each moot (and possibly a structure chart showing the roots of the discussion) can be extracted and copied / printed to other programs such as MS Word or perhaps be extracted to its own file format (in the same way you can extract emails from your Outlook account and open them up on your desktop).
The Freedom of Information Act and Environmental Information Regulations are two of the main access to information pieces of legislation currently in force in the UK, with slighty different acts/rules for the devolved administrations. This means that a system willl need to be able to meet an authorities FOI / EIR needs before they are likely to consider it.
To give you an idea of what constitutes a 'public authority' have a look at Schedule 1 of Freedom of Information Act (2000), it also includes educational establishments such as universities.
