Should the English regions be re-organized to correspond with cultural regions?

Yes, if we want devolution, because it will encourage support for devolution

After Scottish, Welsh and Northern Irish devolution, it made sense to devolve power to English regions as well. Currently there is a weird mismatch whereby Scottish MPs can vote, via Westminster, on matters that only affect England.

Personally I don't think that's a big deal, because except for the powerless SNP, Scottish MPs will be voting on British party lines, not Scotland-only lines. But it does mean that a party with more power in Scotland has a disproportionate power in England-only matters. Also I think there are strong arguments for greater regional democracy. There are already powerful regional government bodies, it's just that they are appointed by centrally government instead of being elected.

One of John Prescott's pet plans was elected regional governments for England. He got in London, but in the North-East the proposal was soundly rejected in a referendum, so he gave up on it for the whole of England.

I think the idea would be more popular if the regions corresponded with people's identities. Scottish and Welsh devolution has been almost entirely identity-driven, why wouldn't identity play a big part in English devolution too?

Regions that corresponded with people's pre-existing identities would feel more like the affirmation of something they already feel rather than some soulless bureaucratic imposition from above.

North-East, North-West, South-East, East of England. Wow, these names really evoke the history and culture of England! I think they're the kind of names that inspired JRR Tolkien to write Lord of the Rings as a mythology for England.

The only better names I can think of are "Region E01", "Region E02" and "Region E03".
